Boxer-Fiorina Debate: Cutting regulations and water to the Central Valley

The first question goes to Carly Fiorina on the economy and jobs. She’s asked what regulations she’d cut.
‘Unfortunately, we see too many cases where regulations have run amok,’ she said. She cites, from her stump speech, that water to the Central Valley was cut off to protect the endangered delta smelt by a ‘nameless, faceless bureaucrat.’
She blames Boxer, who chairs an environmental committee in the U.S. Senate, for refusing ‘to step forward and help.’
