The Public Utilities Commission’s action this week means that cellular telephone service is now available to boaters from Malibu to San Clemente through the Los Angeles SMSA Ltd. Partnership operated by PacTel Mobile Access, a Pacific Telesis subsidiary. The marine service area ranges from 2 miles to 14 miles off the coast. Cellular service is now available throughout a 5,300-square-mile area in Southern California.
