Former North Carolina Gov. Terry Sanford, who last month decided not to run for Democratic national chairman because he could not get the unified support of Democratic elected officials, has changed his mind and plans to announce his candidacy Saturday. Six others are already seeking the job. Sanford’s partisans are counting on his getting strong support from Southern members of the Democratic National Committee in the Feb. 1 election.
