Richard Wilson, a Castro Valley dentist and self-taught artist, won the annual California duck stamp design competition, and his painting of a ring-necked drake and hen will be the 1985-86 illustration on the stamps. About 50,000 of the stamps are expected to be sold this year at $8.50 each to raise an estimated $375,000, to be spent on enhancing waterfowl habitat areas in the state.
