An unarmed burglary suspect in San Mateo was shot to death while lying face down on the ground. San Mateo police said an officer’s revolver “discharged inadvertently.” James Patrick Lewis, 20, of San Mateo died instantly when the officer’s bullet entered the back of his head. Police said Lewis began to raise and twist his body and as the officer attempted to control him, his gun fired.
