C. Todd Conover, who has served as federal Comptroller of the Currency since 1981, informed President Reagan of the date of his previously announced resignation. The top regulator of the country’s 4,700 nationally chartered banks did not say what he would do next. Conover, 44, drew much criticism for his aggressive approach to nationwide banking through his approvals of hundreds of so-called non-bank banks.
