Governor Will speak Friday at commencement ceremonies at Robert Lewis Stevenson School, a private school in Pebble Beach, Calif.

Assembly Floor Action:

State Budget: In a routine action designed to pave the way for a two-house conference committee, amended, approved and returned to the Senate on a 54-19 vote a $35.4-billion state budget bill for the 1985-86 fiscal year (SB 150) by Sen. Alfred E. Alquist (D-San Jose). The Senate later refused to concur in the lower house amendments on a 1-32 vote. The conference committee, comprised of three members from each house, will hammer out a compromise spending program.

Board of Fabric Care: Approved and sent to the Senate on a 56-8 vote a bill (AB 183) by Assemblyman Ross Johnson (R-La Habra) to abolish the state Board of Fabric Care, which regulates dry cleaners, but leave intact current standards on the use of certain solvents.

World Exposition Exhibit: Approved and sent to the Senate on a 62-5 vote a bill (AB 1450) by Assemblywoman Lucy Killea (D-San Diego) appropriating $1 million to build a California pavilion at the 1986 World Exposition in Vancouver, British Columbia, Canada. Private industry would be required to contribute the same amount of money or support to the project.

Grand Juries: Approved and sent to the Assembly on a 42-29 vote a bill (AB 197) by Assemblyman Steve Peace (D-Chula Vista) to require the superior courts to consider ethnic, racial, sexual and geographical balance in selecting grand juries.

Lottery: Approved and sent to the Senate on a 72-0 vote a bill (AB 71) by Assemblyman Tom Bane (D-Tarzana) to require a notice on all lottery tickets and vending machines declaring that state law prohibits sale of tickets or payment of prizes to any person under 18 years of age.

Community College Fees: Approved and sent to the Senate on a 51-17 vote a bill (AB 979) by Assemblyman Gary A. Condit (D-Ceres) to raise from six to seven course units the threshold at which community college students must pay a $50 fee.

Committee Action:

Surrogate Parents: The Assembly Judiciary Committee approved a bill (AB 1707) by Assemblywoman Jean M. Duffy (D-Citrus Heights) to set up a contracting process for childless couples who wish to use surrogate services, such as artificial insemination or an ovum transplant, in order to become parents. A 6-0 vote sent the bill to the Assembly floor.

Senate Committee Action:

Indirect Initiatives: The Senate Constitutional Amendments Committee approved legislation (SCA 24) by Sen. Gary K. Hart (D-Santa Barbara) to require the Legislature to consider and vote on a proposed initiative when 80% of the signatures needed to qualify it for the ballot are collected. A 3-2 vote sent the constitutional amendment to the Senate floor.
