Adm. William J. Crowe Jr., a sailor-diplomat with broad international experience, was sworn in as the nation’s highest-ranking military officer. Crowe, 60, assumed his duties as chairman of the Joint Chiefs of Staff during a private ceremony at the White House, with President Reagan administering the oath of office.
