The Los Angeles City Council has unanimously approved a study on ways to avoid fires such as those that struck Baldwin Hills in July and again last Thursday. Council President Pat Russell, whose district includes Baldwin Hills, suggested that the Fire Department and Department of Building and Safety study the hazard posed by shingle roofs and overgrown brush and weeds. The July blaze killed three people and destroyed 52 homes, causing an estimated $4 million in property damage. Thursday’s fire damaged six homes, causing about $400,000 damage.
