Charles Warren, a former California assemblyman and a top environmental official in the Carter Administration, was appointed to the state Coastal Commission by Assembly Speaker Willie Brown. As a member of the Assembly, Warren was principal author of the 1976 coastal-protection legislation that created the commission. Warren, 58, of Sacramento, is an attorney-consultant who specializes in resource and environmental problems management. He received a two-year term to replace Mel Nutter on the commission. From January, 1977, until September, 1979, Warren served as chairman of the President’s Council on Environmental Quality, a Cabinet-level position. A Democrat, Warren represented a Los Angeles-area Assembly district from 1963 to 1977.
