A group advocating rights for the mentally retarded has demanded that state officials stop placing developmentally disabled state hospital residents in community care homes until they are determined to be safe. The demand from the Sacramento-based Assn. of Retarded Citizens-California was made after the decomposed body of Ray Walker, 31, who had the mental capacity of a 2-year-old, was found last week in a closet that had been nailed shut in a community care home in South-Central Los Angeles. Police are treating Walker’s death as a homicide and say the prime suspect is the home’s missing caretaker, Rudolph Harris.
