The Reagan Administration was accused of costing lives by “foot-dragging” on a year-old law to provide a national network for transplants of hearts and other organs. Sen. Albert Gore Jr. (D-Tenn.) said in Washington that ideological opposition has led to delay. Linda Sheaffer, head of the Task Force on Organ Transplantation, denied any foot-dragging and said that setting up rules for the proposed network has taken time because of their complexity.
