Soviet leader Mikhail S. Gorbachev and other Eastern European leaders arrived in Sofia, Bulgaria, for a long-delayed Warsaw Pact meeting expected to focus on Gorbachev’s summit talks with President Reagan in Geneva on Nov. 19-20. Gorbachev and other leaders of the Communist military alliance were greeted at the airport by Bulgarian leader Todor Zhivkov.
