John R. Seymour has been named vice president-operations in Los Angeles, succeeding Sy M. Graff, 63, who becomes vice president-special services administration for the San Francisco-based telephone company. Seymour, 41, who joined the company in 1968, was promoted from assistant vice president-operations administration.
At the same time, Pacific Bell also announced that George F. Schmitt, 42, has been named vice president-operations/north, replacing M.E. King, 48. King was named to the newly created post of vice president-carrier market.
