Roads were slippery from the Rockies to the Mississippi Valley as a new storm blew snow across the mountains and the northern Plains, and freezing rain hit parts of South Dakota and Minnesota. A winter storm warning was issued for parts of Utah, where up to 15 inches of snow and wind whipping at 30 to 35 m.p.h. produced near-blizzard conditions in the northern part of the state, the National Weather Service said. Salt Lake City got three inches of snow.
