CARSON CITY, Nev. — A Las Vegas entrepreneur got the go-ahead today from the state Public Service Commission to operate a 19-passenger limousine which features a hot tub, bar and bartender. The panel authorized the venture by Ted Buban, who plans to rent the 32-foot-long vehicle at a minimum rate of $200 for two hours.
