Freedom Newspapers spurned Harry Hoiles again.

The controlling shareholders of the Santa Ana-based publisher of the Orange County Register and 28 other newspapers turned down an offer by Hoiles, a dissident holder, and his family that placed a value of more than $1 billion on the media chain. Hoiles, 69, whose family owns about one-third of the company’s stock, said he will talk to his lawyers and investment advisers before taking his next step in the fight for control of the company.
