France warned Libyan leader Moammar Kadafi that it will not “sit back with its arms crossed” if he takes advantage of a Franco-African summit to launch a new offensive in Chad. Shad’s president, Hissen Habre, who is attneding the 35-nation conference in Paris, has said he feared that Kadafi might take advantage of his absence to strike in Chad. Major issues on the agenda in Paris include racial violence in South Africa and Africa’s estimated $150 billion foreign debt, a French official said, but the threat to the security of Chad has also become a prime concern. An estimated 7,000 Liyan troops support rebel forces in northern Chad.
