The Postal Service rescinded a Jan. 18 postage rate increase for nonprofit groups and other preferred-rate mailers. The Postal Service board reversed itself after it discovered a miscalculation that would have resulted in a $5-million overcharge in second-class newspaper rates. The board said it will discuss rate changes Feb. 4. The Postal Service had adopted the latest increase Tuesday, to make up for a $72-million shortfall in federal subsidies.
