Work crews from the City Department of Water and Power may require as long as a week to repair a damaged underground electric cable that short-circuited, setting off an explosion that blew out a manhole cover on San Vicente Boulevard near Fairfax Avenue. A Fire Department dispatcher said no one was injured in the explosion. Water and Power department spokesman Ed Freudenburg said the explosion was apparently caused when wires in the 138,000-volt cable were accidentally spliced.
