The Sierra Club filed a federal civil suit challenging U.S. Army plans to build barracks, commissary and a child-care center on the grounds of the Presidio near the foot of the Golden Gate Bridge in San Francisco. The suit charges that the recreational and aesthetic values of the Golden Gate National Recreation Area, which is part of the Presidio, will be damaged if the plan is carried out. Assistant U.S. Atty. Rod Hamlin said the suit is premature and that the Army has already agreed to hold up the solicitation for construction bids and “take a second look” at the building project.
