City police departments could reduce the fear of crime and, in some cases, crime itself, by contacting residents door to door and opening storefront police stations, a federally financed study released in Washington concluded. The two-year study of experimental projects in several low-income and middle-income neighborhoods of Houston and Newark, N.J., found that among the failed approaches were police follow-up contact with crime victims, police publication of neighborhood newsletters and cleanup programs aimed at physical deterioration.
