The Senate Armed Services Committee unanimously passed a Pentagon reorganization bill that Chairman Barry Goldwater (R-Ariz.) hailed as potentially “the most significant piece of defense organization legislation in the nation’s history.” At the center of the measure is a strengthening of the role of the chairman of the Joint Chiefs of Staff, making him the principal military adviser to the President. The measure also would strengthen the authority of the unified commanders, the top officers for directing any military action around the world.
