The state is investigating conditions at group homes for delinquent and emotionally disturbed boys in Fresno after reports of sexual activity and inadequate food. Nina Hamm, who heads the Fresno Treatment Center homes, denied any wrongdoing and charged the inquiry by the state Social Services Department was spurred by a disgruntled former employee whom she has sued for slander. However, a complaint also came from the mother of a 17-year-old resident who charged that she found only a package of hot dogs and an open can of vegetables when she made an unannounced visit one day. Hamm responded that the houses buy two weeks worth of food at a time and keep them well stocked.
