Subject to approval by the state Department of Corporations, the Colorado Springs, Colo., health-care concern said it plans to offer health insurance plans in Los Angeles and Orange counties. Peak Health Care currently operates health maintenance organizations in five states. It runs an insurance company and a preferred provider organization in Colorado.
