Board of Supervisors Chairman Ralph B. Clark on Friday was named the Outstanding Public Official of 1986 by the county chapter of the American Society for Public Administration.
Ron Rubino, president of the local chapter, said Clark was selected for the award because he “personifies” the abilities of leadership and communication with county government staff that make it possible for programs to work.
Rubino said the award is given yearly to the public official who best reflects leadership in management. ASPA is an association of college administrators and government employees and managers.
Clark, owner of a gasoline station and former mayor of Anaheim, is retiring after 16 years as a supervisor.
Rubino said Clark also should be acclaimed for his 15 years of uninterrupted service on the county Transit District board.
