World Court Verdict Due

THE HAGUE — The World Court is expected to rule against U.S.-backed military activity against Nicaragua in a verdict due today on the Sandinistas’ complaint that the United States has tried to topple their government. The court lacks enforcement powers, however, and the Administration has said from the outset it would not recognize any ruling in the case.
