LETTERS : IRS Helps on Refunds

In his July 20 letter (“IRS Reluctant”), Steven Pencall said that while the Internal Revenue Service was quick to notify taxpayers of taxes due, it was much less eager to notify them of rulings that they were entitled to refunds.
I am an income tax preparer and I have received several requests from clients to prepare an amended return for 1984 due to the AT&T; dividends of Pacific Telesis stock not being taxable.
My clients received a letter from IRS stating the amount of the dividend, also enclosing an amended tax form and instructing them how to obtain the refund. I think the IRS has dealt very fairly in this matter.
