$100 Million in Phone Refunds

SAN FRANCISCO — A plan to refund as much as $100 million to hundreds of thousands of Pacific Bell customers who paid for telephone services they didn’t want was approved by the state Public Utilities Commission today.
The unanimous vote followed a PUC staff investigation that found numerous marketing abuses by Pacific Bell. The staff said the company quoted “basic” prices to new customers that included expensive optional features, failed to itemize charges, charged deposits to customers eligible for exemptions and failed to disclose a low-cost “lifeline” option to low-income customers.
