Manuela Cobo, an assistant division manager at American Savings & Loan Assn., has been promoted to vice president in charge of customer loan service for Southern California operations. Cobo, 43, of Garden Grove was a managing consultant for Pacific First Federal S&L; in Walnut Creek before joining American Savings in 1984.
