West Germany’s central bank took no action to change monetary policy, despite rumors that U.S. and German central bankers had agreed to a new round of concerted interest rate reductions . . . Blue Cross and Blue Shield Assn. said it has added a 62nd health maintenance organization to its HMO network, making it the largest of its kind in the U.S.
