Fishing Licenses

Why aren’t California fishing licenses and state park permits available for a 12-month period, from month of purchase, instead of only January through December?
Those reluctant to purchase a license or permit late in the year at the same fee, and valid for only a few months might purchase one if it is good for 12 months. This should increase the sales and possibly even out the work and administrative cost throughout the year. A different color for each month would make for easy identification of stick-on permits.
