Turkish Prime Minister Turgut Ozal failed to get the vote of confidence that he wanted, and by-election results showed a shift to the right. It was the first free parliamentary vote since his Motherland Party’s 1983 landslide--when outgoing military rulers barred most of Ozal’s political rivals from the election. In the by-elections, the right-wing True Path Party won four of the 11 seats. Ozal’s less-conservative Motherland Party won six seats, but its share of the popular vote in the 11 constituencies fell to 32% from 43% in 1983.
