Consumer advocate Ralph Nader charged that President Reagan and Senate Republicans are delaying action on an $18-billion measure that extends the Clean Water Act. Supporters of the measure fear that Reagan will “pocket veto” the bill, or allow it to die by failing to act by Thursday, when his 10-day time limit expires. Intended to curb pollution of lakes and streams, the bill, which the Administration contends is too costly, was passed by Congress on Oct. 16 but sent to the White House several days later.
