RICHMOND — Democratic state Delegate Owen B. Pickett defeated slightly favored GOP state Sen. A. Joseph Canada to capture the only congressional seat without an incumbent, the 2nd District in Hampton Roads, an area with a large number of military installations.
It had been vacated when Republican G. William Whitehurst decided to return to university teaching after nine terms.
Pickett, 56, challenged Canada, 47, and a third candidate, independent Stephen P. Shao, a university professor, to take a urine test for drugs. All took the test and passed.
State Sen. Robert C. Scott was trailing in his bid to become Virginia’s first black congressman in nearly a century, challenging two-term Republican Rep. Herbert H. Bateman.
