WASHINGTON — Mayor Marion Barry Jr. won a third term in the nation’s capital where Democrats have always won every office they can legally hold.
Barry, 50, is the second elected mayor in Washington, where residents could not vote for mayor or the City Council until 1974.
Carol Schwartz, a 42-year-old first-term councilwoman and his main challenger, sought to discredit Barry by focusing on corruption and mismanagement in his administration during his eight years in office.
