The United States abstained from voting on a $250-million World Bank loan to Chile, and a State Department spokesman said the abstention was to express U.S. concern over human rights violations committed by that country’s authoritarian regime. The spokesman, Charles Redman, said the U.S. considered the economic aid, which was approved, to be justified, but could not vote for it because “we must voice firm conviction that political freedom and respect for the individual are indispensable to . . . free societies.”
