Steve Howe, suspended by the Class A California League in July after a disputed drug test, has been reinstated.
Howe, 28, the 1980 National League Rookie of the Year with the Dodgers, began last season pitching for San Jose. He went 1-0 with a 0.57 earned-run average in 16 innings, recording 13 strikeouts with no walks, before being suspended in July. Several major league teams, including Oakland, San Francisco, Toronto and the Chicago White Sox, had expressed interest in Howe before the suspension.
