A 21-year-old man was killed Thursday night when he was struck by a car while crossing northbound lanes on Interstate 5 near the Harbor Drive overpass, officials said.
Vernon Carlisle Blankenship, no known address, was attempting to cross the road on foot about 9:15 p.m. when he was struck by a car, California Highway Patrol officials said.
The driver was not cited, a CHP officer said.
