Eleven North Koreans seeking resettlement received a heroes’ welcome in South Korea. The six men and five women had drifted into Japanese waters last month after leaving North Korea in a small boat. Japan refused North Korea’s demands that it send them home, but it also refused to accept them as refugees. Their leader, Dr. Kim Man Choel, 47, said in Seoul that the 11 had made vague plans to go to any “warm country” south of the Korean Peninsula but changed their minds after meeting South Korean diplomats.
