Former CIA Director William J. Casey did not discipline two senior agency officials for planning and approving a 1984 manual urging Nicaraguan contras to assassinate community leaders, Rep. Norman Y. Mineta (D-San Jose) said. One of the two has since been linked to the secret Iran arms deal. Casey told the House Intelligence Committee during a closed session that the officials, Duane Clarridge and Ray Doty, should not be punished for what he called a minor infraction after their many years of service to the agency, Mineta said. However, Casey, who resigned last week after he underwent surgery Dec. 18 for a brain tumor, did reprimand five mid-level CIA officials for their roles in preparing the manual.
