People will see their local taxes go up or services go down if President Reagan’s budget proposals are adopted, state and local officials said. Mayor Joseph Riley of Charleston, S.C., told the House Budget Committee that Reagan’s fiscal 1988 spending plan would cut $21 billion from programs that help urban residents, including development grants and job training. “This is a breach of faith,” said Riley, president of the U.S. Conference of Mayors.
