U.N. mediator Diego Cordovez and Soviet Foreign Minister Eduard A. Shevardnadze reported “definite progress” in Afghanistan peace talks, the Soviet news agency Tass said in Moscow. Shevardnadze told Cordovez that the Afghan government’s “national reconciliation” policy and the unilateral cease-fire that it declared last month offered a real chance of settling the conflict, Tass said. About 115,000 Soviet troops are helping Afghanistan’s Marxist government fight guerrillas backed by the United States, Pakistan, China and other countries.
