Mark S. Fowler, former chairman of the Federal Communications Commission, has joined the Washington office of the Los Angeles-based Latham & Watkins law firm as senior communications counsel. Fowler, 45, chaired the FCC from May, 1981, to April, 1987.
Fowler will join Gary Epstein, former FCC common carrier bureau chief, and Eric Bernthal in the firm’s Washington office.
