The current controversy sparked by Police Chief Daryl F. Gates regarding his desire to arrest transients illegally sleeping on sidewalks on Skid Row calls to mind a comment made by Anatole France: “The law, in its majestic equality, forbids the rich as well as the poor to sleep under bridges, to beg in the streets and to steal bread.”
