The Senate effectively sustained President Reagan’s veto of a bill to codify the fairness doctrine, but Democrats promised to bring the issue back to the floor in another form. The Senate voted 53 to 45--roughly along party lines--to send the bill, which would write into a law a policy requiring broadcasters to present divergent views on controversial issues, back to the Commerce, Science and Transportation Committee.
