An attempt to ban smoking aboard airliners was grounded by House members who said an Illinois congressman took the wrong route by proposing it as an amendment to the 1988 transportation funding bill. The House Appropriations Committee voted 23 to 11 against an amendment offered by Rep. Richard J. Durbin (D-Ill.) to deny federal money to any airport serving air carriers that allow smoking aboard their planes.
