U.S.-backed Nicaraguan contras have executed prisoners, killed civilians and forcibly recruited soldiers, according to a report by a human rights group that Congress mandated as a condition of U.S. aid to the rebels fighting the Marxist regime in Managua. The Nicaraguan Assn. for Human Rights also has received allegations of 200 cases of rights abuses by Nicaragua’s ruling Sandinistas. The association, set up last fall, is funded by $3 million from the $100 million U.S. aid package approved by Congress last year.
