Herbert C. Briggs of Stockton is the California Lottery’s newest multimillionaire after claiming a Lotto jackpot of $11.6 million. Briggs, 57, a railroad engineer, last weekend became the 29th person to correctly match all six numbers drawn in the Lotto game.
