Charges will not be filed against Tulare police officers who were the focus of a state attorney general’s office probe into criminal wrongdoing at the department, said acting Tulare County Dist. Atty. Phil Cline. “This office is satisfied that all matters were thoroughly investigated,” Cline said. The seven-month state investigation, requested by the City Council, was prompted by three criminal allegations against two Tulare police officers. Details of those allegations have not been released.
